The Institute of Public Inspectors for Nature Protection was prescribed in the Law of the RSFSR “On Nature Protection in the RSFSR” dated 10/27/1960.
“Article 16. Participation of public organizations in nature protection
Nature protection is a national cause. It involves public (trade union, youth, scientific, etc.) organizations and voluntary societies with the involvement of the broad masses of workers, collective farmers and intellectuals.
The management of all public work in the field of nature protection is carried out by the All-Russian Society for the Promotion of Nature Protection and Landscaping of Settlements.
The Gosplan of the RSFSR, the All-Russian Council of National Economy, ministries and departments involve the All-Russian Society for the Promotion of Nature Protection and Landscaping of Settlements to participate in the consideration of plans for complex measures for the use and transformation of nature and projects of major construction projects affecting the preservation and reproduction of natural resources.
In order to help state bodies at local branches of the All-Russian Society for the Promotion of Nature Protection and Landscaping of Settlements, public nature protection inspections are established, which coordinate their activities with other public inspections (hunting, fishing, etc.).
The duties of public nature protection inspectors are honorary.”..
