This is Queen Elizabeth Processional, a 9″ doll by Madame Alexander.  She is the Portrette size doll with hi-heel feet from 2002, a limited edition of 500 pieces.  She has a beautiful dress, gorgeous heavy crown, and her long robe is still in the original packaging.   She has been out of the box but looks mint.
